New Pool Safety Regulations Effective September 30, 2025: What Quebec Homeowners Need to Know
As of September 30, 2025, all residential pool owners in Quebec must comply with updated safety regulations, regardless of when their pool was installed. This includes pools installed before November 1, 2010, which were previously exempt.

Key Requirements:
Mandatory Fencing
Any pool with a depth of 60 cm (approximately 2 feet) or more must be enclosed by a fence that:
– Is designed to be difficult to climb.
– Is at least 1.2 meters (approximately 4 feet) high.
– Prevents the passage of a spherical object 10 cm (approximately 4 inches) in diameter.
Gates
– All gates must close and lock automatically.
– All gates must be equipped with a safety latch installed either on the pool side, at the top of the door, or on the outside if it is at least 1.5 meters (approximately 5 feet) high.
Above-Ground Pools
Pools with walls less than 1.2 meters high require fencing. For those with walls 1.2 meters or higher, ensure that any access points, such as ladders or decks, are secured with compliant gates.
Clearance Zone
Maintain a one-meter clearance around the pool or fence, free from any structures or equipment that could be used to climb over the barrier.
Diving Board
If your pool has a diving board, it must meet the standards set by the Bureau de normalisation du Québec.

Municipal Regulations:
Be aware that your municipality may have additional or stricter regulations. It’s essential to consult local bylaws and obtain any necessary permits before making modifications to your pool area.
